In recent weeks we have had many Kent Affiliated Clubs ask for our advice with regard to the formal process as to the introduction of Preferred Lies on their courses. This is as a result of a very wet winter followed by a prolonged period of no rain over the late spring/summer.

Having discussed this matter with England Golf in the past few days, I can now advise that effective Monday 14th September 2020, Kent Golf Union will be granting permission for all Kent Affiliated Clubs to introduce Preferred Lies should they wish to do so. This will help clubs ahead of the usual Winter Rules period which usually comes into effect 1st October each year.

Below is the prescribed wording which must be adopted by each Club in order that any competitions played from 14th September 2020 remain qualifying for handicap purposes.

In accordance with Clause 15 of the CONGU manual, Kent Golf Union authorises you to put in place a local rule allowing preferred lies in the fairway notwithstanding that we are outside the preferred lies period.  You should use Model Local Rule E-3 of the Committee Procedures which is as follows:

“When a player’s ball lies in a part of the general area cut to fairway height or less, the player may take free relief once by placing the original ball or another ball in and playing it from this relief area:

• Reference Point: Spot of the original ball.

• Size of Relief Area Measured from Reference Point: 6 inches from the reference point, but with these limits:

o Must not be nearer the hole than the reference point, and o Must be in the general area.

In proceeding under this Local Rule, the player must choose a spot to place the ball and use the procedures for replacing a ball under Rules 14.2b(2) and 14.2e.
